Defining the Vision of the Relocation Project
The Project for the People of Paraguay (PPP) currently has families and
children on the
Sponsorship Program. Ten of the families
live in the Puerto Pabla neighborhood of Lambare and three live in Pt. Bolania, Paraguay.
The remaining families live in the Chacarita in
a three block radius of the Koe-ju daycare/medical facility.
Families in the Chacarita have
been involved with PPP since 1992 when PPP assisted the Paraguayan government in opening
the Koe-ju facility. During the past five years of involvement
in the Chacarita, PPP has developed a
relationship with these families whose lives have been
enriched through PPP efforts in the areas of medical, dental and education. PPP has gained
the trust of the sponsored families and has developed a wonderful bond with the children
and their parents.
PPP continues to make assessments of the
needs of the families on the program to continue to upgrade their standard of
living. These assessments have clearly pointed out some
critical areas of concern. These areas of concern are:
 | Inadequate housing |
 | Small dwellings are causing overcrowding, resulting in no privacy for
adults and forcing siblings of different sexes to occupy the same room and same bed.

 | Unsafe construction |
 | No bathroom facilities |
 | No adequate and clean water supply |
 | A negative environment for adults and their children

 | Drug and alcohol abuse |
 | Gangs |
 | Prostitution |
 | Domestic violence |
 | Unclean and disease infested areas |
 | Exploitation of young children resulting in increase in school drop-outs,
teenage pregnancy and physical and mental problems. |
 | A bad example for future generations to experience. This environment sets
the stage for yet another generation of Chacarita people. |
 | The population of the Chacarita is too high resulting in lack of job
opportunities with adequate pay. |
 | The Municipality of Asuncion has plans to relocate
a large percentage of the Chacarita population. |
