The objective of this project is to develop a long term community of existing registered sponsored families. Through developing ways to increase the income of parents, ensuring better education, improving health care, building safer housing and helping a community to make the best of it's resources,Looking at New Land to Build Houses On PPP is building a safe and secure environment for the children and their families who are currently on the PPP Sponsorship Program. Keeping the sponsored families together is vital to the success of the PPP Sponsorship Program and most important to the continuity of such a program is essential in building a strong and healthy family environment for each child to find opportunities to develop and grow and to make the most of their potential to insure them a chance of a real future.

Definition of Long Term Community

A community of PPP sponsored families who receive health and education support from the Project for the People of Paraguay to improve their living conditions by implementing and/or supporting self-help development programs, PPP intends to House in Puerto Pabladevelop a community of families that co-operate with each other for the best interest of their children's future to create a harmonious permanent community. The growth and stability of this permanent community will depend on the next educated generation's decisions to continue to be involved with the community project. This will be a permanent community for the parents of the sponsored children even after their children are grown.

How the Community Relocation Project Works

The community will consist of sponsored families who follow the guidelines of the Sponsorship Program. Following these guidelines is essential in making positive changes in the lives of children, their families and the community.

Under the direction of PPP Paraguay, PPP USA, directors and board of directors, the sponsored families will form committees to evaluate the needs of their community. PPP will help to support programs based on proposals and priorities established by the community. By focusing on the key areas of health, education, housing, community development and the improvement of resources and skills, PPP will enable these communities to provide a better future for their children.

All the families on the Sponsorship Program will be involved in the community meetings to develop project ideas and oversee implementation of these projects thus creating an atmosphere of ownership to their community. PPP feels it is very important for the families to determine their own needs and to develop the most effective routes to meeting these needs and together with PPP the community will evaluate it's effectiveness and ensure it's future development.

The Community Relocation Project will be supported through fund raising efforts by sponsored families in Paraguay, other non-profit organizations and businesses in Paraguay and from PPP funds.

Already in it's beginning stages, the Community Relocation Project is being implemented in several stages/phases according to the budget. These phases are:

Research Phase

bulletMeet with the Municipality: PPP has met with the municipality to determine the time frame, land possibilities and the future of Koe-ju. PPP's decision to develop a seperate community was reached after this meeting.
bulletResearch land possibilities: PPP has researched the possibility of the purchase of land a short distance from the municipality of Asuncion in three different communities, close to schools, bus lines, churches, medical facilities and most important, job opportunities for the parents. The cost of the land is approximately $30,000 to $50,000 for a parcel large enough to construct 50 to 60 homes.
bulletResearch and design the community: PPP is working with Habitat for Humanity to develop a house that will meet the needs of the families. Community design will depend on the land purchased.
bulletResearch and determine the cost of the entire project for all the phases: This has been done and fund raising for the project is now underway.
bulletMeet with the parents of the sponsored children to discuss the relocation plan, the parents ideas and the parents concerns: Preliminary meetings with parents, and staff from PPP and Habitat for Humanity have taken place.

Committee Development and Fund Raising Phase

bulletOrganize the community committee, elect officers, draw up community guidelines and design the contract and application form.
bulletDevelop the fund raising campaign.
bulletConstruction Phase
bulletConstruct the PPP Office/Training Space and Volunteer Housing Facility
bulletBegin the construction of homes.
bulletBegin the construction of the community center/laundry.
bulletBegin the construction of the community playground.

Living Phase

bulletBegin the garden and recycling project.
bulletDevelop the program for raising chickens, cattle and pigs for meat production.

Requirements

Those families not accepted for the "first round" of housing by Habitat for Humanity will be eligible for a house through PPP.  To be included each family unit including the parents, children and extended family members must actively participate in community projects to accumulate eight hours per week for ten weeks before their application for housing will be evaluated and approved. Once approved the family will be given the opportunity to hold a long term lease to their home. These community projects are:

bulletneighborhood clean-up projects
bulleteducation projects
bulletvolunteering for the dental program
bullethelping with fund raisers
bulletcarpentry and construction
bulletassisting with carpentry and construction
bulletrepair and cleaning of the Koe-ju facility
bulletvolunteering at the PPP office
bulletcollecting aluminum cans for recycling at PPP foundry.

PPP Housing Contract

After completion of their community service program, PPP will evaluate the families application and the needs of the family. The family will then need to attend an informational meeting at which time the PPP Housing Contract will be presented and discussed at length. The contract will state:

bulletProperty is owned by the Project for the People of Paraguay.
bulletOnly the registered family is allowed to live in the house. Additional extended family must be approved by the PPP before moving in.
bulletHolders of the lease can not sell or rent this house to anyone else.
bulletIf the family chooses to leave the community the lease to the house is automatically terminated.
bulletEach lease holder will pay a monthly fee to cover such community expenses such as rent, electricity and maintenance fees. This fee will be based on family size, income and ability to pay. Any excess funds after payment of electricity and maintenance will be used for future community projects or improvements.
bulletEach lease will be a ten year lease at which after ten years the family can sign an additional lease.
